You have to load a copy of Cave Story. You can drag the .exe file into the Cave Editor folder if that makes it easier for you to locate when you're loading it.

The recent version of Booster's Lab doesn't work for me either, so I just use Cave Editor. I prefer it over BL anyway. Try that out and tell me if you're experiencing the same problems.
