I said the Nicalis translation was more accurate, that doesn't mean that it is better. Essentially the AGTP one is better written, but the Nicalis one is more accurate. Both translations are flawed in different aspects. However as a theory reference the Nicalis translation is king.

You may have forgotten about the "(C)Pixel" requirement. You need to open the .pbm in a hex editor and add "(C)Pixel" to the end of the file.

Given that Cave Story's full screen mode forces the resolution to 640x480 while it is active I would suggest that the Steam Overlay would look terrible even if it did work.
