Er I'm not saying this is for bragging rights, it's still a challenge to the player if you only use another weapon for opening mandatory areas If you want to brag then go use a level 1 polar star instead or something

Well if you want a hard mode go play Cave Story with 3 HP while only using the level 2 Bubbler and not picking up the Arms Barrier, aiming for the best ending

Sorry, I wasn't aware. I made a hack a little while ago that stopped enemies from dropping exp crystals (although I could remove that part if you actually wanted enemies to drop exp) and didn't drain exp when you got hurt. I could probably salvage it for you if you need it.

Good point. The common and easiest program is Game Maker, though it's not very powerful. If you're willing to learn an industry standard language you could try C++/C# or Javascript I guess.
