What does being an Admin have to do with it? Mods and Admins can give out infractions, in fact the system can be changed where normal members can give out infractions.

It doesn't have a ranking like rep does, but I do believe it says how many times that person has been thanked.

There's actually a better system called 'Thanks' I think. Which works how it sounds, if a post helps you out in anyway you can simply thank the person for the post. Unlike the rep system is has no negative side, besides maybe people bragging about having more posts thanked than another person...
