Well, try downloading one of the other versions from the CE thread and tell me if you still get the error then.

Does this happen before or after you load an executable? And have you tried an older/newer version of CE?

You need to get a pickup to unlock walking right. It's like in the first room or something.

My intuition tells me that you probably have an event out of order (All event numbers must be four digits long) in which case all other events get messed up. Maybe it's something else.. I'd need to know more specifically what is wrong.

It was not remixed and is only in the game data as a low-quality .ogg that can never be heard during normal gameplay.
